HRIS vs HCM: What’s the Difference and Why It Matters to Australian Businesses

At All Aboard HR, we help Australian companies streamline their people operations by implementing Bob, a modern and flexible HRIS (Human Resource Information System). But with so many acronyms floating around – HRIS, HCM, HRMS – it’s easy to get confused.

Here, we break down some of the most common questions we hear from clients about HRIS, HCM, and how they relate to platforms like Oracle, Workday, and Bob.

What is the difference between HRIS and HCM?

While often used interchangeably, HRIS and HCM have different scopes:

  • HRIS (Human Resource Information System) is primarily a software system that manages employee data, such as payroll, benefits, time tracking, and compliance. Think of it as the data backbone of HR operations.
  • HCM (Human Capital Management) is a broader approach that includes not just the core HR functions (which an HRIS covers), but also strategic elements like talent management, workforce planning, learning and development, and performance management.

In short:

  • HRIS = System
  • HCM = Strategy + System

Is HCM and HR the same thing?

Not quite.

HR (Human Resources) refers to the entire department and its functions. That’s everything from recruiting to conflict resolution.

HCM is a strategic framework for managing and maximising workforce value, often supported by digital tools.

So, HCM is part of HR, but HR is a broader field that includes both strategic and operational responsibilities.

What are the three types of HRIS?

HRIS systems generally fall into three categories:

  • Operational HRIS – Focuses on day-to-day functions like attendance, payroll, and employee records.
  • Tactical HRIS – Supports planning activities like recruitment, performance reviews, and compensation analysis.
  • Strategic HRIS – Assists in long-term forecasting, talent development, and aligning HR with business goals.

At All Aboard HR, we love Bob because it elegantly combines all three types in one cloud-based platform, tailored for modern, mid-sized businesses.

Is Oracle HCM an HRIS?

Yes, Oracle HCM Cloud is considered an HRIS, but it’s more than that.

It’s a full HCM suite, providing comprehensive tools that go beyond basic HR tasks to include advanced workforce planning, analytics, and global HR capabilities. However, for many mid-sized Australian companies, Oracle may be more complex than necessary.

That’s why companies turn to platforms like Bob, which deliver powerful HRIS functionality without the heavyweight enterprise cost or complexity.

What is the biggest problem with HCM/HRIS systems in general?

The biggest challenge we see is the complexity and poor user adoption.
Many legacy systems are:

  • Hard to navigate
  • Built for HR teams, not employees
  • Difficult to integrate with modern tools

This leads to low engagement, siloed data, and slow decision-making.

That’s why we recommend solutions like Bob, which are intuitive, mobile-friendly, and designed with employee experience in mind – critical for driving adoption and ROI.

Is Workday and HCM the same?

Not exactly.

Workday is a cloud-based HCM platform, much like Oracle HCM. So while Workday is a type of HCM system, it’s not synonymous with HCM itself.

HCM is the strategy and process of managing people, while Workday is one of the software tools that can help you do that.

Bob is another platform in this space. modern, agile, and ideal for the needs of growing Australian businesses.
